Are my files uploaded to a server?

No. Every tool on this site runs inside your browser. Your file is read from your disk into your own browser's memory, processed there, and written back out. You can confirm this yourself: open your browser's developer tools, switch to the Network tab, and run the tool — you will not see your document being sent anywhere. It also means the tools keep working if you go offline after the page has loaded.

Is this a legally binding signature?

In many places an image of your signature on a document is accepted the same way a scanned signature is, but this is not legal advice and the rules differ by country and by document type. If you need a certificate-backed digital signature with an audit trail, that requires a service that issues certificates, which this is not.
